Randy Rieger

Chairman and Founder

Randy Rieger is the Founder and Chairman of Housing Trust Group, a multi-faceted real estate development company that develops, owns, and manages properties throughout the United States.

Housing Trust Group and its related entities specialize in the development of multi-family rental communities, affordable multi-family rentals, multi-family student housing communities, commercial developments and multi-family housing sales. The company has developed, acquired, owned and managed several thousand units nationwide and is headquartered in Coconut Grove, Florida.

Matthew Rieger, Esq.

President and CEO

Matthew Rieger is a principal and serves as the President and CEO for Housing Trust Group, the parent company of various affiliated real estate companies. HTG has developed more than 4,000 units of multi-family housing and has completed real estate transactions which exceed more than $2 billion in commercial, land and residential developments across Florida, the Southeastern United States and Arizona.

Prior to joining Housing Trust Group, Matthew was with a large law firm and during his tenure, Matthew was involved in over $1 billion worth of transactions including acquisitions, development, re-financings, and joint ventures in the United States and abroad.

Matthew is a native of Miami and is a third generation Floridian. He is a member of the Florida Bar Association and American Bar Association and earned his Juris Doctorate from Nova Southeastern University. Matthew also holds a Bachelors of Arts degree in Geography from the University of Florida.

Scott Osman

Scott Osman

Chief Operating Officer

Scott A. Osman is tasked with managing the operations for Housing Trust Group’s real estate development, property management, accounting and finance divisions.

Mr. Osman has more than 20 years’ experience in real estate finance, accounting, tax and operations. Prior to joining Housing Trust Group, he served as the Chief Financial Officer for New Urban Development in Miami, FL focused on financing and building affording housing developments within the Liberty City corridor.

As Chief Operating Officer for LG Capital Partners, based in Miami Beach, Mr. Osman managed the operations of over $200M of bridge loan structured financing for complex residential real estate transactions and hotel and land acquisitions throughout the State of Florida and New Jersey.

Mr. Osman is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants. He earned his Masters of Business Administration in Accounting and Taxation from the University of Miami and holds a Bachelor of Science in Accounting (Summa Cum Laude) from Barry University. Mr. Osman was born and raised in Miami, FL.

Richard Matlof

Executive Vice President

Richard Matlof is involved with the management of Housing Trust Group’s property development, property management and accounting/finance activities.

Mr. Matlof has a broad-based background in managing real estate development and finance activities in the hospitality and residential property industries. Prior to joining Housing Trust Group in early 2006, he served as Executive Vice President for Peebles Atlantic Development Corporation where he was responsible for the development of the 420-room Royal Palm Hotel on South Beach and the luxurious 112-unit Residences at The Bath Club condominium project in Miami Beach.

He was with Renaissance Hotels for 14 years, most recently as Vice President of Real Estate and Development where he was responsible for a portfolio of over 40 Renaissance Hotels located in North America. Earlier, he was the Division Vice President of Operations and Development for the South Pacific Region and managed a portfolio of 7 hotels.

Mr. Matlof is a Certified Management Accountant and has a Finance Degree from the University of Missouri, Columbia and has lived in South Florida since 1992.

Mario A. Sariol

Chief Financial Officer

Mario A. Sariol has more than 20 years of public and private accounting experience. Prior to joining Housing Trust Group, he was a partner at Verdeja & Dearmas, LLP and Corporate Controller and Vice President of Accounting for the Related Group. He began his career auditing low income housing real estate development and has a wide array experience in all matters of the real estate business sector.

A graduate of the University of Miami with a Bachelor of Business Administration, Mario received his Master of Science in Taxation from Florida International University. He has assisted and raised more than $500 million in debt and equity, as well as, structured various complex real estate transactions in all facets of the residential real estate market.

Gilda Fernandez

Executive Vice President of Property Management

Gilda has over 17 years of real estate management experience with several of the top firms in the industry. She previously was a member of the Housing Trust Group family and returned in 2014 to oversee the operation of HTG Management, a full-service real estate management company. Her responsibilities include directing operations and improving operating efficiency and profitability. She also plays a key role in working with the development team on all new development projects and coordinates asset management activities to ensure the success of all Housing Trust Group investments.

In addition to managing market rate and affordable housing, she brings her extensive knowledge and experience in Section 42 Low Income Housing Programs: LIHTC, SAIL, MMRB, County Bond, HOME, HUD, Public Housing, Risk Sharing, SHIP and other government affordable housing programs. She holds the specialized designation of Housing Credit Certified Professional and Certified Occupancy Specialist.

Jason Larson

Vice President of Development

Jason brings over 12 experience in financing multifamily developments to the HTG Team with projects funded by the Florida Housing Finance Corporation and the United States Department of Housing and Urban Development. Jason is responsible for the entire development process of both Low Income Housing Tax Credit and conventionally financed real estate developments including site sourcing and selection, valuation and feasibility, design and construction coordination as well as the sourcing, structuring and closing of debt and equity funding transactions.

Prior to joining Housing Trust Jason was responsible for development and asset management/re-positioning of affordable housing developments including refinancing, restructuring and conversion of affordable housing projects to market rate, and coordination of capital improvement and financial workout activities.

Jason holds a Bachelor degree in Finance and Real Estate from Florida State University.

Christopher L. Shear

Senior Vice President of Development

Mr. Shear currently serves as HTG’s Senior Vice President of Development.  He has been directly responsible for the development of over 2,500 multifamily units utilizing 9% and 4% LIHTCs, Tax-Exempt Bonds, TIF, CDBG, HOME Loans, FHLB AHP Loans, FHA insured mortgage products, Section 8 PBRA, PHA mixed-finance structures, and various local affordable housing subsidies.

In the summer of 2017, Housing Trust Group formed HTG America to expand their operations into key markets outside of Florida.  In addition to the developing affordable/workforce communities in Florida, Mr. Shear is now expanding his focus into markets outside the State of Florida.  He is heavily focused on QAP/NOFA analysis, acquisition initiatives, financial structuring, and developing strategic partnerships with municipalities, not-for-profit corporations, and public housing authorities.

Mr. Shear is a LEED Accredited Professional and holds a B.S. in Economics, with a concentration in Real Estate and Urban Land Economics, from the University of Wisconsin-Madison.  Prior to joining HTG, Mr. Shear has served in leadership roles with both the for-profit and non-profit development firms.

Jose Romero

Vice President of Development

Jose Romero has substantial experience in real estate acquisitions and development, financial management, operations, and community involvement. As Vice President of Development, he is involved in site identification, financial underwriting and modeling, contract preparation and negotiation, project management, design oversight, and sourcing and structuring of debt and equity. Jose works with key stakeholders including not for profits, government agencies, institutional investors, and land owners to enhance communities with smart development.

Prior to HTG, Jose worked as a partner and consultant on affordable housing and industrial developments. He was responsible for conducting the feasibility analysis and due diligence related to new multifamily developments and multistate portfolio acquisitions. Jose is well versed in all aspects of Low Income Housing Tax Credit financing including Tax-Exempt Bonds, HUD programs and guidelines, Surtax, HOME, CDBG, and other related financing sources.

Jose received his MBA from Yale School of Management and received his BSE in Industrial Engineering from University of Michigan. He is also the Chairman of Read to a Child South Florida (readtoachild.org) which is focused on building a love of literacy among underserved urban youth here in South Florida and across the United States.

Rodrigo Paredes

Vice President of Development 

Rodrigo is a professional with 9 years of experience in real property development in Venezuela, where he was involved in the development of more than 5,000 affordable dwelling units, and other various types of projects, including a homeless housing community for orphaned children. His role in these projects was as General Counsel, Project Manager and Sales Management, also performing a variety of activities such as due diligence, permitting and compliance. Rodrigo is an Attorney and is a graduate of UCAB. He is a member of the Venezuelan Bar Association and holds an L.L.M. in Real Property Development from the University of Miami.

Jake Zunamon

Vice President of Development 

Jake Zunamon brings substantial experience in real estate acquisitions, development and community involvement. As Vice President of Development, he is involved in site identification, contract negotiation, financial underwriting, project management, design oversight, and structuring of debt and equity.

Prior to HTG, Jake worked in numerous community building settings in a variety of roles throughout the US and abroad. Most recently working at Connections for the Homeless, a non-profit in his hometown of Evanston, Illinois. Jake is well versed in all aspects of Low Income Housing Tax Credit financing; including SAIL, Tax-Exempt Bonds, Surtax, HOME, CDBG, and other financing sources.

Jake received his BA from the University of Michigan at Ann Arbor and is a 2016 University of South Florida Community Real Estate Development graduate. Jake is fluent in both English and Spanish from his extensive time living in Chile and Spain as a Fulbright Scholar.

Bryan K. Finnie

Community Development Coordinator

Mr. Finnie brings to the HTG team over twenty years of public and private institutional experience in structuring private banking, community development and affordable housing investments in targeted communities. He is an experienced public administrator having served as a city manager as well as holding several senior level executive positions in New York, New Jersey and Florida managing high risk community development and affordable housing investment portfolios. Prior to joining HTG he was the Business Development Manager for the Related Urban Group where he specialized in working with governmental agencies, public housing authorities, community redevelopment agencies and private investors to identify projects for Related Urban’s investments.

Mr. Finnie serves as the Vice President of Development for HTG where he will be responsible for the completion of the real estate development process. His duties include the sourcing of new projects, project valuations and feasibility, acquisition negotiations, design, sourcing of debt and equity, leveraging public resources, closing coordination, and construction monitoring.

Mr. Finnie holds a BA from Tufts University and a Master’s Degree in Urban Planning from Portland State University.

Al Hernandez

Senior Vice President 

Al has 30 years experience in the finance and accounting sectors for private and public companies. Prior to joining Housing Trust Group, he was the Chief Financial Officer of The Easton Group, a commercial real estate broker, property owner and manager. Previously he was the Chief Accounting Officer for The Related Group, the largest multifamily condominium and apartment builder in the country. He started his accounting career with General Development Corporation as senior accountant.

Al is a Certified Public Accountant and holds a Bachelor of Business Administration Degree in Accounting from Florida International University.

Mario Robaina II

Senior Vice President of Finance

Mario Robaina has over 20 years of experience in Finance in Real Estate, Investment Banking and Private Equity. At HTG, Mr. Robaina has been primarily responsible for structuring, modeling, underwriting, negotiating and closing of a variety of multi-family 9% and 4% LIHTC developments. In addition, he has been involved as the Asset Manager of a portion of HTG’s Operating Portfolio. Prior to joining HTG in in 2015, he closed over $1 billion in all manner of new construction, redevelopment and refinancing real estate transactions including multi-family for sale, market rate rental, LIHTC rental, commercial, office and industrial developments.

Mr. Robaina received his Bachelors of Science in Industrial Engineering from Stanford University and holds an MBA from the University of Miami focusing on Finance and Management.

Eric Weiner

Vice President of Asset Management

Eric Weiner directs the asset management of Housing Trust Group’s portfolio. Prior to joining Housing Trust Group, Eric served as a Consultant for the Florida Housing Coalition and as Multifamily Loan Program Administrator for the State of Texas. Mr. Weiner has over 20 years of asset management experience for a large institutional owner, a privately held affordable housing developer, and a faith based organization’s $6 billion portfolio.

Eric is a Certified Property Manager and member of the Institute of Real Estate Management. He earned his M.B.A from the University of Southern California and holds a Bachelor in Science degree in Economics from the University of California, Berkeley.

Basil Petro

Controller for Property Management

Basil Petro brings extensive experience in transactional accounting and financial statements analysis to HTG. Working for Kiewit Corporation: A Fortune 500 Company for five years, Basil gained significant experience in construction accounting, corporate accounting and financial analysis. Basil also has over four years of hands-on experience in Property Management Accounting, was part of several acquisitions and oversaw a number of software conversions and implementations.

Basil has also worked in the non-for-profit sector and was the deciding finance officer on multiple grant distributions. Additionally, Basil helped several entities to acquire accounting systems, build accounting departments and train staff.

In 2001, Basil received an academic scholarship to pursue his graduate studies and he earned his Masters of Professional Accountancy degree in 2003 from the University of South Dakota.

Humberto Del Valle

Executive Vice President

General Contractor with over twenty five years of experience in both residential and commercial/industrial construction. Responsible for over $200 million dollars in development and construction projects.

Proficient in scheduling, coordinating, and team building, through all facets of construction from land acquisition/development to obtaining the Certificate of Occupancy.

Bert holds a Bachelor’s degree in Finance from Florida International University, as well as a General Contractors License, Master Plumbing License, and Real Estate Broker’s License in the state of Florida.

Dr. Kate Gonzalez

Director of Human Resources

Dr. Kate Gonzalez currently serves as the Director of Human Resources for both Housing Trust Group and HTG Management. She is responsible for attracting top-level talent as the HTG family continues to grow. Kate’s focus is on delivering a world-class experience for all employees from onboarding to talent management. This HTG approach enhances our family-oriented culture while solidifying our commitment to excellence.

Prior to joining HTG, Kate was a Senior Management Consultant for the City of Miami Beach and served as Vice President for a local property management company. She has over 10 years of experience in the human resource development field and has worked with Fortune 500 companies, such as Walt Disney World.

Kate has a doctorate in human resource development and a masters degree in business administration.
