Randy Rieger is the Founder and Chairman of Housing Trust Group, a multi-faceted real estate development company that develops, owns, and manages properties
throughout the United States.
Housing Trust Group and its related entities specialize in the development of
multi-family rental communities, affordable multi-family rentals, multi-family student housing communities, commercial developments and multi-family housing sales.
The company has developed, acquired, owned and managed several thousand units nationwide and is headquartered in Coconut Grove, Florida.
President and CEO
Matthew Rieger is a principal and serves as the President and CEO for Housing Trust Group, the parent company of various affiliated real estate companies. HTG has developed more than 4,000 units of multi-family housing and has completed real estate transactions which exceed more than $2 billion in commercial, land and residential developments across Florida, the Southeastern United States and Arizona.
Prior to joining Housing Trust Group, Matthew was with a large law firm and during his tenure, Matthew was involved in over $1 billion worth of transactions including acquisitions, development, re-financings, and joint ventures in the United States and abroad.
Matthew is a native of Miami and is a third generation Floridian. He is a member of the Florida Bar Association and American Bar Association and earned his Juris Doctorate from Nova Southeastern University. Matthew also holds a Bachelors of Arts degree in Geography from the University of Florida.
Chief Operating Officer
Scott A. Osman is tasked with managing the operations for Housing Trust Group’s real estate development, property management, accounting and finance divisions.
Mr. Osman has more than 20 years’ experience in real estate finance, accounting, tax and operations. Prior to joining Housing Trust Group, he served as the Chief Financial Officer for New Urban Development in Miami, FL focused on financing and building affording housing developments within the Liberty City corridor.
As Chief Operating Officer for LG Capital Partners, based in Miami Beach, Mr. Osman managed the operations of over $200M of bridge loan structured financing for complex residential real estate transactions and hotel and land acquisitions throughout the State of Florida and New Jersey.
Mr. Osman is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants. He earned his Masters of Business Administration in Accounting and Taxation from the University of Miami and holds a Bachelor of Science in Accounting (Summa Cum Laude) from Barry University. Mr. Osman was born and raised in Miami, FL.
Chief Financial Officer
Chief Financial Officer – Karen Weller has more than 25 years experience in accounting, finance, treasury, and operations. Prior to joining Housing Trust Group, she served as VP, Accounting for The Related Group, a large developer of condo, market rate rental, and affordable housing in South Florida. Karen has experience with both privately held and publicly traded companies in the real estate and hospitality sectors. While at LNR Property, Karen participated in structuring complex commercial mortgage-backed securitizations, subordinated commercial mortgage loans, and public debt offerings.
Karen is a Certified Public Accountant, Certified Treasury Professional, and also holds a Chartered Professional Accountant designation from Canada. She graduated with a Bachelor of Commerce from the University of Calgary, and spent some time with Deloitte & Touche, where she was able to take advantage of their international secondment program to work in the Caribbean and Central Europe before making a permanent home in South Florida.
Executive Vice President of Development
Max Cruz oversees the Development department of Housing Trust Group, responsible for overseeing multifamily real estate development of affordable housing and market rate communities.
Max Cruz has over 18 years of real estate and development experience. Over the course of his career he has entitled, developed, and overseen construction of over 3,200 rental homes across Florida and closed on over $500 million of rental financing. He has also overseen the development of over 2,300 for-sale homes and $136 Million of for-sale financing. Prior to joining Housing Trust Group, he was a Vice President of Development for the Related Group’s luxury market rate division responsible for all aspects of real estate development from entitlement to completion. Before Related, Mr. Cruz was the Vice President of Development and Finance for the Cornerstone Group for over 12 years. At Cornerstone, he was responsible for not only the development of the communities, but all aspects of their financing.
Mr. Cruz graduated from Florida International University with a Bachelors Degree in Finance.
Quinn Gormley, with over 20 years of real estate development experience principally centered on affordable housing, tax-oriented investments and economic development, is tasked with leading the Housing Trust Group’s national development division for affordable and market rate housing.
Gormley has extensive experience in real estate development and has successfully provided multi-level oversight on the development and initial operation on over 6,000 units of multifamily and single-family affordable housing.
Prior to joining Housing Trust Group, Gormley served as a partner in Tidwell Group’s Austin, Texas office, Director of Multifamily Housing & Real Estate Finance at Adolfson & Peterson Construction and worked as Vice President with JP Morgan Chase, N.A
Gormley, who holds a BA from the University of Phoenix and served in the United States Marine Corps, is based in Austin, Texas.
Executive Vice President of Construction
General Contractor with over twenty five years of experience in both residential and commercial/industrial construction. Responsible for over $200 million dollars in development and construction projects. Proficient in scheduling, coordinating, and team building, through all facets of construction from land acquisition/development to obtaining the Certificate of Occupancy.
Bert holds a Bachelor’s degree in Finance from Florida International University, as well as a General Contractors License, Master Plumbing License, and Real Estate Broker’s License in the state of Florida.
Executive Vice President of Property Management
Gilda has over 20 years of real estate management experience with several of the top firms in the industry. She previously was a member of the Housing Trust Group family and returned in 2014 to oversee the operation of HTG Management, a full-service real estate management company. Her responsibilities include directing operations and improving operating efficiency and profitability. She also plays a key role in working with the development team on all new development projects and coordinates asset management activities to ensure the success of all Housing Trust Group investments.
In addition to managing market rate and affordable housing, she brings her extensive knowledge and experience in Section 42 Low Income Housing Programs: LIHTC, SAIL, MMRB, County Bond, HOME, HUD, Public Housing, Risk Sharing, SHIP and other government affordable housing programs. She holds the specialized designation of Housing Credit Certified Professional and Certified Occupancy Specialist.
Senior Vice President
Al has 30 years experience in the finance and accounting sectors for private and public companies. Prior to joining Housing Trust Group, he was the Chief Financial Officer of The Easton Group, a commercial real estate broker, property owner and manager. Previously he was the Chief Accounting Officer for The Related Group, the largest multifamily condominium and apartment builder in the country. He started his accounting career with General Development Corporation as senior accountant.
Al is a Certified Public Accountant and holds a Bachelor of Business Administration Degree in Accounting from Florida International University.
Senior Vice President of Finance
Mario Robaina has over 20 years of experience in Finance in Real Estate, Investment Banking and Private Equity. At HTG, Mr. Robaina has been primarily responsible for structuring, modeling, underwriting, negotiating and closing of a variety of multi-family 9% and 4% LIHTC developments. In addition, he has been involved as the Asset Manager of a portion of HTG’s Operating Portfolio. Prior to joining HTG in in 2015, he closed over $1 billion in all manner of new construction, redevelopment and refinancing real estate transactions including multi-family for sale, market rate rental, LIHTC rental, commercial, office and industrial developments.
Mr. Robaina received his Bachelors of Science in Industrial Engineering from Stanford University and holds an MBA from the University of Miami focusing on Finance and Management.
Senior Vice President of Development
Mr. Suarez began his real estate career in 2004 and has a diverse set of experience in acquisitions/dispositions, recapitalizations, development, asset management, joint ventures, and operations. During his 15 year career, Mr. Suarez has acquired, capitalized and financed over $500 million of real estate assets including retail, office, multifamily, industrial, hotel, residential, and self-storage.
Prior to joining Housing Trust Group, Mr. Suarez was a Senior Vice President for Lincoln Property Company overseeing acquisition, development, and property management operations within the South Florida region. Before Lincoln, Mr. Suarez was a Vice President of Acquisitions with Rialto Capital Management, a diversified real estate investment, management, development and finance company headquartered in Miami, Florida. As a Vice President of Acquisitions, Mr. Suarez specialized in the acquisition of distressed and underperforming real estate assets and was actively involved in asset management. Additionally, Mr. Suarez was responsible for capitalizing and structuring joint-ventures with local operators.
Prior to joining Rialto Capital Management, Mr. Suarez was an Assistant Vice President with Thomas D. Wood and Company where he was responsible for the origination, underwriting and placement of income property loans. Mr. Suarez began his career as a member of the National Retail Group at Marcus & Millichap and was the Director of Research & Underwriting at Axis Realty Partners. At Axis, Mr. Suarez was responsible for determining target markets and asset types for investment and underwrote in excess of $1 billion in multi-family, retail and office assets in Arizona, Texas, Florida, Georgia, South Carolina, North Carolina, Tennessee and the Washington D.C. area.
Chris is a graduate of Brown University, where he earned a Bachelor’s Degree in Economics and Political Science. He holds his Real Estate Sales Associate licenses in the state of Florida.
Senior Vice President of Development
Elon Metoyer brings to HTG more than 25 years of knowledge and experience in the real estate development industry, including finance, management expertise and community redevelopment.
As the SVP of Development, he is responsible for overseeing the entire development process, including conceptual plans to dispositions, with a focus on community development.
Over his career, Mr. Metoyer has developed over 3,800 units of housing representing over $400 million of development activity. Prior to joining HTG, he served as the Senior Vice President of Development for New Urban Development, LLC, the development arm of The Urban League of Greater Miami, Inc. In addition, he served as the Senior Vice President for Bank of America Community Development Corporation where he managed the Midwest and Southeast development team offices and served as a consultant for various public housing authorities.
Mr. Metoyer received his Bachelor of Arts in Geography from the University of California at Berkeley and holds a Master of Arts in City Planning from the Georgia Institute of Technology with a focus on Real Estate Development.
Vice President of Development
Jake Zunamon brings substantial experience in real estate acquisitions, development and community involvement. As Vice President of Development, he is involved in site identification, contract negotiation, financial underwriting, project management, design oversight, and structuring of debt and equity.
Prior to HTG, Jake worked in numerous community building settings in a variety of roles throughout the US and abroad. Most recently working at Connections for the Homeless, a non-profit in his hometown of Evanston, Illinois. Jake is well versed in all aspects of Low Income Housing Tax Credit financing; including SAIL, Tax-Exempt Bonds, Surtax, HOME, CDBG, and other financing sources.
Jake received his BA from the University of Michigan at Ann Arbor and is a 2016 University of South Florida Community Real Estate Development graduate. Jake is fluent in both English and Spanish from his extensive time living in Chile and Spain as a Fulbright Scholar.
Vice President of Development
Jason brings over 12 experience in financing multifamily developments to the HTG Team with projects funded by the Florida Housing Finance Corporation and the United States Department of Housing and Urban Development. Jason is responsible for the entire development process of both Low Income Housing Tax Credit and conventionally financed real estate developments including site sourcing and selection, valuation and feasibility, design and construction coordination as well as the sourcing, structuring and closing of debt and equity funding transactions.
Prior to joining Housing Trust Jason was responsible for development and asset management/re-positioning of affordable housing developments including refinancing, restructuring and conversion of affordable housing projects to market rate, and coordination of capital improvement and financial workout activities.
Jason holds a Bachelor degree in Finance and Real Estate from Florida State University.
Vice President of Development
Rodrigo brings over 7 years of experience in developing affordable housing developments in Florida and more than 10 years of affordable housing developments in Venezuela, where he was involved in the development of more than 5,000 affordable dwelling units, including a homeless housing community for orphaned children.
As Vice President of Development, Rodrigo has been involved in site identification, contract negotiation, financial underwriting, project management, design oversight, and structuring of debt and equity for over 1,000 affordable housing units. During his time at HTG Rodrigo has been successful in financing developments with state and local Bonds, Low-Income Housing Tax Credits, Florida’s State Apartments Incentive Loan, FHLB’s AHP program, private, HUD and Freddie Mac financing, project-based Section 8 vouchers and other state and local funds.
Rodrigo holds an L.L.M. in Real Property Development from the University of Miami. He is also attorney, a graduate of UCAB and a member of the Venezuelan Bar Association.
Vice President of Development
Valentin DeLeon has twelve years of affordable housing experience in Texas. Valentin spent six years at the Texas Department of Housing and Community Affairs (TDHCA). Most recently, Valentin worked for a boutique real estate development company in Austin, Texas where he project managed the development of over 700 units of housing throughout Texas.
As the Vice President of Development in Texas, Valentin is responsible for site identification, sourcing, financial modeling, and contract negotiations for all affordable housing transactions.
Valentin received a BA in Political Science from Texas State University in 2007, and his Master of Public Administration from Texas State University in 2012.
Mr. Finnie, as President of Urbanfin, LLC, provides the HTG team strategic alliance with over twenty years of public and private institutional experience in structuring private banking, community development and affordable housing investments in targeted communities. He is an experienced public administrator having served as a city manager as well as holding several senior level executive positions in New York, New Jersey and Florida managing high risk community development and affordable housing investment portfolios. Prior to joining HTG he was the Business Development Manager for the Related Urban Group where he specialized in working with governmental agencies, public housing authorities, community redevelopment agencies and private investors to identify projects for Related Urban’s investments.
Mr. Finnie holds a BA from Tufts University and a Master’s Degree in Urban Planning from Portland State University.
Vice President of Human Resources
Dr. Kate Sosa currently serves as the Vice President of Human Resources for both Housing Trust Group and HTG Management. She is responsible for attracting top-level talent as the HTG family continues to grow. Kate’s focus is on delivering a world-class experience for all employees from onboarding to talent management. This HTG approach enhances our family-oriented culture while solidifying our commitment to excellence.
Prior to joining HTG, Kate was a Senior Management Consultant for the City of Miami Beach and served as Vice President for a local property management company. She has over 10 years of experience in the human resource development field and has worked with Fortune 500 companies, such as Walt Disney World.
Kate has a doctorate in human resource development and a masters degree in business administration.
Olga Chata serves as the Corporate Controller for the Housing Trust Group. Her primary responsibilities include: overseeing the accounting and treasury activities of the corporate entities; reporting, planning, and analysis of company financials; and ensuring that there is an adequate system of accounting records in place.
She brings almost two decades of accounting experience to the company. Prior to joining the Housing Trust Group team, she worked with several other developers in the South Florida area, including Crescent Heights of America and the Lennar Corporation. Most recently, she spent ten years working through all facets of the residential real estate accounting process with the Related Group of Florida where she was an instrumental part of their venture into affordable housing.
Olga holds a Bachelor of Science in Finance from Florida International University.
Controller for Development
Doris M. Arbaiza supervises the development accounting department of Housing Trust Group. As the Controller of HTG, Ms. Arbaiza is responsible for the financial management of the development, corporate and construction companies producing and overseeing financial reports, cash management, tax reporting, audit preparation, and overall supervision of job cost accounting and general accounting practices.
Mrs. Arbaiza has more than 13 years of experience in real estate accounting. Prior to joining HTG, she worked at Cornerstone Group as a Senior Accountant where she acquired extensive accounting experience in construction and real estate development. Her extensive accounting experience in the industry includes high rise condominiums, condo-conversions, townhomes, and both 9% and 4% LIHTC multi-family affordable Housing development.
Doris received her Masters of Accounting and Bachelors in Accounting with honors from Florida International University.
Controller for Property Management
Jose A. Salinas supervises the property management accounting department at Housing Trust Group. As the Property Management Controller of HTG, Mr. Salinas is responsible for all the accounting activities related to the rental operation, financial statements, compliance accounting report, cash management and tax preparation for both tax credit and market rate properties.
Mr. Salinas has more than 20 years of experience in real estate accounting, and the integration of accounting systems with third party vendors. Prior to joining HTG, he worked at The Related Group as an Assistant Controller, where he acquired extensive experience in the property management division, focusing on affordable housing, public housing, tax credit and market rate.
Jose received his bachelor’s in accounting and Minor in Business and Professional Management from Nova South Eastern University and is currently pursuing his master’s in accounting.
Director of Information Technology
Nelson Torres brings 15 years of information technology experience to HTG. Nelson has worked as an information security specialist in the financial and hospitality industries where he managed over 5,000 end users and created robust information technology programs.
Nelson has a Bachelor of Science degree in Information Systems Security and has been granted the Certified Information Security Manager (CISM) certification by the Information Systems Audit and Control Association (ISACA). Mr. Torres has also been recognized by the Greater Miami Chamber of Commerce as a Technology Leader of the Year finalist.
